It’s nice that your friends want to have a dog. It is good for kids to grow with dogs. Are they planning to buy a puppy or an adult dog?
Puppies require 24 ours supervision at the first 6 months. They are cute, but totally time intensive.
For the family with 3 kids I recommend an adult dog, because an adult dog is ready for life. No more housetraining, "chewing-time" is over, etc

I don’t know the family situation, but I would recommend the following breeds, especially for the disabled son:
Golden retriever
Pug
Boxer
Poodle
This 4 dog breeds do not need extremly exercised. They can be happy just to be around the family, and they are good with kids.
I would not recommend toy dog breeds for this family. _________________ Angie
